(Mexico City, 1967) Historian, writer, journalist, cultural diplomat and cultural manager with over twenty years of expertise in Cultural and Public Diplomacy. He holds a Bachelor’s degree in History from the Faculty of Philosophy and Literature at the National Autonomous University of Mexico (UNAM), as well as a Diploma in Cultural Policies and Cultural Management at the Metropolitan Autonomous University in Mexico City (UAM).
His professional background in Cultural Diplomacy encompasses three main institutions: serving as the Cultural and Press Attaché of the Mexican Embassies in China (2002-2008) and Denmark -concurrent in Norway at Iceland- (2008-2011) within the Mexican Ministry of Foreign Affairs; in the National Council for Culture and Arts (CONACULTA) -currently the Mexican Ministry of Culture- as General Director of International Affairs (2011-2013); and as the Director of Arts and Culture at the British Council in Mexico (2013-2018).
He has written several essays and articles on Culture Diplomacy and Cultural Policies, which have been published in academic books, specialized journals, magazines, and newspapers. Furthermore, he has delivered lectures on this subject at universities and has been interviewed by Mexican radio, television, and press. Among these publications are: «Una nueva diplomacia cultural para México» (Universidad Iberoamericana, 2015), «Diplomacia y Cooperación Cultural de México, una aproximación», (Universidad de Nuevo León, 2007). Hi is also a contributor of the Revista Mexicana de Política Exterior, published by the Matías Romero Institute of the Mexican Ministry of Foreign Affairs.
Over the past two decades, he has played an instrumental role overseeing numerous cultural projects focuses on the arts and the international cultural cooperation. This includes over fifty major exhibitions in the fields of visual arts, design, architecture, archaeology, photography, cinematography, crafts, and new media. These exhibitions have taken place in prestigious museum across China, Denmark, the United Kingdom, and Mexico.
Some of these projects include the exhibition «The Pre-Hispanic Jaguar» at the Beijing Capital Museum (2005); «Mexican Art and Architecture of the 20th Century» at the National Art Museum of China in Beijing (2005); «Mexican Chairs» at the Danish Design Museum in Copenhagen (2010); «Michael Landy, Living Saints» at the Museo del Antiguo Colegio de San Ildefonso in Mexico City (2014), and “Anish Kapoor, archeology-biology” at UNAM´s Museo Universitario de Arte Contemporáneo MUAC. His experience as a cultural promoter includes various artistic disciplines and projects with a particular emphasis on creative economies, festivals, cultural diversity, human rights, social inclusion, and social impact.
As the General Director of International Affairs at CONACULTA, he played a key role in facilitating the participation of Norway, Denmark, Sweden, and Finland as guest countries of honor at the 39th edition of the International Cervantino Festival in 2011. Additionally, as the Director of Arts at the British Council in Mexico, he organized and coordinated a wide range of artistic initiatives during the Dual Year of Mexico and the United Kingdom (UKMX) in 2015, including the prominent participation of the United Kingdom as the honored guest country at the Guadalajara International Book Fair (FIL).
He has actively participated as a member of the Consejo Mexicano de Relaciones Internacionales (COMEXI) and the North American Cultural Diplomacy Initiative (NACDI), a multidisciplinary association that serves as a platform for collaboration and exchange among academics, politicians, and professionals from Canada, Mexico, and the United States.
In 1997, he made his mark as an author with the publication of the novel «Marcos Fashion, o cómo sobrevivir al derrumbe de las ideologías sin perder el estilo» (Océano, 1997), which was honored with the National Award on Political Novel by the University of Guadalajara. He has been the recipient of literature grants from the National Institute of Fine Arts (INBA) and the National Fund for Culture and Arts (FONCA). Among other books are «Ciudad Prohibida», a collection of essays and photographs exploring the city of Beijing (Artes de México, 2014), and the collection of short stories «Historias, Revueltas» (INE, 2018).
Between 2019 and 2022, he served as the producer and host of the weekly segment «Diaspora Cultural» on Mexico’s TV Channel 22. In each episode, he showcased the journeys and achievements of Mexican artists living abroad. Additionally, since 2013, he has been a regular columnist for the national newspaper «La Crónica de Hoy», publishing every Friday.
From 2020 to 2022, he held de position of advisor for the Cultural Institute of Mexico in Washington. D.C., under the Embassy of Mexico in the United States. Between 2021 and 2023, he advised the Ministry of Culture of Mexico in the organization of the UNESCO World Conference for Cultural Policies and Sustainable Development (Mondiacult 2022). Since September 2021, he has been serving as an advisor to the Culture Commission of the Chamber of Deputies in the LXIV Legislature.
